Stage 3 (ACT): Embark on projects to improve and meet targets
Implement water conservation and efficiency projects, formulate a strategy and targets, and monitor your progress.
3.1 Set sustainability targets
Businesses should establish clear, achievable targets to guide long-term water management efforts. Common types of targets that you can consider include:
When setting your target, you can reference targets set by industry leaders or peers, mandatory targets imposed for your industry (if any), as well as national / sectoral benchmarks or goals by national agencies or industry associations.
3.2 Identify opportunities for implementation
The ability to implement water conservation and water efficient practices will differ depending on whether you lease your business premises or own and manage it as an asset. Large water users with net annual water consumption of at least 60,000 m3 are required to comply with mandatory requirements under the Water Efficiency Management Practices (WEMP).
(A) Premises owner If you own your business premises and facilities, you are able to implement operational modifications and enhance water efficiency through effective installations. |
(B) Premises lessee If you are leasing your business premises, it may seem like there are very few ways to implement changes. However, the following are practical and accessible solutions that you can consider implementing. |
Funding support for businesses: Water Efficiency Fund
PUB launched the Water Efficiency Fund (WEF) to encourage organisations to seek out efficient and innovative ways to manage water demand.
The WEF covers water efficiency assessments to identify potential areas to improve water efficiency, the exploration of water recycling projects, and many more.

3.3 Monitor progress and improve performance
You should continue to evaluate and enhance the performance of your water management programme by reviewing:
- Progress against established targets for water consumption and conservation targets
- Cost savings from implemented initiatives
- Measures that yield greater impact on water savings
- Areas requiring further improvement or adjustment
If you surpass your targets, consider setting more ambitious goals to further enhance your water efficiency.
